Vintage 90s Tommy Hilfiger black and red denim shorts.  I believe these were pants at one time and the first owner cut the legs.  I think that because the size is 36 width and 30 length, these are clearly not a 30 length.  

Jean shorts are not something that everyone is in love with these days but at one time were worn by many.  This pair has a red pipping and a large Tommy patch on back.  There is some bleach spots around the shorts but there not terribly noticeable.
